Quality of Care and Performance Measures
The essay is a critical analysis of quality of care and performance measures in healthcare industry. The paper defines quality, states and briefly explains the importance of measuring quality of care in the healthcare sectors. Finally, the paper offer my opinion concerning my thoughts on the best and effective measure of quality, this is supported by facts.
It is worth noting that since the onset of the medical sector establishment, there have been concerns a bout patient safety, improved quality, measurement of outcomes, measurement of practice, overall quality of medical practitioners, there efficiency and effectiveness. These issues prompted development of mechanisms to measure performance.
Quality and importance of measuring it
According to Scanlon, et al. (2001) quality has been defined as the “degree to which health care services for persons and the general public who sort such services have an increased probability of the needed/desired results and are consistent with the existing professional knowledge”.
There are a number of approaches used to measure quality in the healthcare sector. These include; percentage compliance, health plan employer data and information set, actual vs. expected performance, consumer assessment of health plan, report card/performance system, Cleveland health quality choice and performance against bench mark (Armando, 2002).
Measuring quality is very significant as it helps improving initiatives, establishing root causes of problems, evaluates the existing performance, goal settings for organization, monitoring progress. All these are aimed at providing services and products that are of high quality to those who will seek them. Similarly, it is worth to note that even those employed to provide healthcare services are targeted as potential beneficiaries for instance safety, salary which is vital in making them feel motivated and satisfied about their jobs hence offering up to standard services to customers.
Effective measure of quality
Despite the fact that there are numerous mechanisms in place to measure quality in the healthcare industry, I believe that the health plan employer data and information set (HEDIS) is the most effective. It was developed by NCQA an organization that is committed in ensuring that aspirations and needs of health services consumers, purchaser and the main health plans are attained.
The system is a golden standard because it is widely supported by the major players and stakeholders in the field of healthcare industry, the model has also tremendously improved from version 1.0, 2.0, 2.5, 3.0 to 2000 in all this version there is an improvement aimed at more results as well as evidence-based clinical measures, it has attained wider use by making payers for the service in the health industry mandate taking part by the health plans, the model has successfully formed alliances with various, to arrive at the measure consensus played vital role.
Despite these mentioned advantages, it has not been adopted as the standard in the industry, although consensus prevail, there are instances where advocacy won instead of scientific supports (Bodenheimer, 1999).
From the review, quality in healthcare industry is important and the only way to ensure it is maintained and improved is to have mechanisms to measure performance. In my opinion, I tend to believe that HEDIS is the effective mechanism to measure quality. Reason are; the model has tremendously improved from version 1.0, 2.0, 2.5, 3.0 to 2000 in all this version there is an improvement aimed at more results as well as evidence-based clinical measures, it has attained wider use by making payers for the service in the health industry mandate taking part by the health plans, the model has successfully formed alliances with various, to arrive at the measure consensus played vital role.
